Introduction
Aleel Communications partnered with FCA Somalia to provide strategic communication and visibility support for the Horumar Project – Empowering Women Leaders for Stronger Local Governance, implemented in collaboration with the Hirshabelle State Ministry of Interior and Local Governments.
The assignment aimed to ensure that the project’s activities, participant experiences, and outcomes were documented in a manner that strengthened visibility, accountability, and learning. Rather than focusing solely on media production, Aleel Communications sought to communicate the broader significance of the programme by highlighting how investment in women’s leadership contributes to more inclusive and responsive local governance.
This reflection outlines our contribution to the implementation process, key observations from the field, lessons learned, and the value that strategic communication added to programme delivery.
Aleel Communications’ Contribution
Throughout implementation, Aleel Communications worked alongside FCA Somalia and project stakeholders to ensure that communication remained an integral part of programme delivery rather than a stand-alone activity.
Our contribution extended beyond documenting events. By maintaining continuous engagement throughout the programme, we translated technical discussions, participant experiences, and institutional milestones into communication products that were accessible to a wider audience while remaining aligned with FCA’s communication standards.
The assignment demonstrated that effective communication strengthens development programmes by making progress visible, supporting transparency, and creating evidence that can inform future learning and reporting. Through professional photography, video documentation, interviews, television coverage, and digital storytelling, Aleel Communications helped ensure that the project’s achievements were communicated consistently and responsibly.
Reflections on Programme Implementation
One of the strongest observations during the assignment was the growing confidence of women leaders participating in the programme. Discussions on leadership, accountability, resource mobilisation, and community engagement reflected not only increased knowledge but also a strong commitment among participants to apply these skills within their respective communities.
From a communication perspective, documenting these interactions reinforced the importance of focusing on people rather than activities alone. Key Lessons Learned
Several important lessons emerged from this assignment.
Communication is most effective when integrated throughout programme implementation rather than introduced only at key events. Early engagement allows communication teams to capture programme progress, document learning, and produce more meaningful stories that reflect the full implementation journey.
The assignment also reaffirmed that participant voices are among the strongest indicators of programme impact.
